On Go 610.

my first comment:

Assuming Sri Gangaram's list of 40,000 non-locals is correct, out of current Telangana Government staff 2006 census of 6 Lak this is only 6% of jobs. Presidential order says 20% of jobs are merit based and 80% are for locals.

if we use non-local number from http://www.telangana.org/Papers/article9.asp which is 59,000.

We still have only 10% (59,000/600,000) of government jobs for non-locals.

So in both cases, we are within the bounds of the 20% merit based limit.


my second comment:

This is probably a more important point. If we look at government staff census numbers for 2006, one notices Telangana has 1.5 Lakh more state government employees than the next biggest region (Andra). This is mostly because Hyderabad is the capital of a massive geographic region.

Forming Telangana mean 40,000 non-locals will be replaced with locals, as well as 1.5 Lakh government jobs go to SeemaAndra's new capital. Even a badly implemented Go. 610 (40,000 illegal non-locals) is better than creating a Telanagana (110,000 Telanganites + 40,000 illegal non-locals lose job in the immediate short term).


Interesting ramifications. By itself, Go 610 not a reason i would form a new state. Please respond with inaccuracies in my model.
